It reads statutes and case law from on-device corpora, reviews and drafts contracts, and evaluates compliance exposure, signing governance opinions that the audit ledger preserves under ML-DSA-65 (patent 08). The work is jurisdictional by construction. Themis coordinates with the domain brain ZEUS on authority and governance, and supports offline-verifiable evidence chains for courts. Outputs carry a regulated disclaimer.
