Offline does not mean weaker, because a capable model running on your own hardware answers just as well as one reached over the internet. It is not only for governments, because any organisation holding sensitive information has the same reasons to keep that information in house. Is offline AI just a weaker version?

No. The capability of a model comes from how it was trained and how large it is, not from whether it can reach the internet at the moment you ask a question. A well built model running on your own machines can reason, write, summarise, and analyse to the same standard as one served from a distant data centre.
