What this brain does
The Quorum Brain is the governance gate for actions that require more than one brain to agree. The Arbiter dispatches the request to the brains in scope, collects their signed responses, and the Quorum Brain adjudicates: unanimous, majority, or conflicted. Conflicts surface to the user with a signed disagreement record. High-stakes actions also require the Voice Biometric Brain to confirm a live voice match.
