Maps complex multi-step requests into the brain dependency graph.

The Router Brain decomposes complex user intents into a directed acyclic graph of sub-tasks across brains. Where the Arbiter is the conductor of a single bar, the Router is the composer of a multi-movement work. It plans which brain produces which intermediate artefact, what the dependency edges are, and when a quorum is required. The plan is signed before execution begins and the audit ledger records both the plan and the deviations.
