Migrates the validator and session signing keys of an operating proof-of-stake chain from a classical scheme to a post-quantum module-lattice scheme without halting the chain. During a bounded transition epoch each block carries both a classical and a post-quantum signature, each validator registers a post-quantum key attested under its existing classical key, and a sealed stake-weighted cutover finalises the migration, the chain secure under both assumptions at every block across the boundary.
