A self-improvement loop in a sovereign personal AI agent forces every proposed skill mutation (new skill, modified parameters, retired skill, composed skill) through a typed-action gate. The agent generates a canonical serialisation carrying skill identifier, mutation kind, before-state hash, after-state hash, training-data fingerprint, and motivating-event reference. The operator authorises by uttering a fresh confirmation phrase that names the mutation; the hardware-attestation element signs the serialisation under a key sealed to the operator's natural-person identity; the signed envelope is appended to a hash-chained skill-mutation ledger; and only then is the mutation committed to the live registry.
